Why work expands without progress

Work continues to move. Teams remain active. More is getting done.

But the outcomes do not strengthen in the same way.

This is also where decision drift begins to form — where the decisions needed to make outcomes hold start arriving too late to support delivery.

Capacity is being consumed without strengthening the outcome. Coordination increases. The underlying build does not hold.
