Work often begins before decisions have fully landed.
Teams start moving. Time is spent. Activity builds across the programme. From the outside, it looks like momentum.
But decisions are still settling. Assumptions remain open. Dependencies are not fully resolved.
Work progresses anyway.
This is where progress feels real, but the position is not yet stable. This is often where decisions are not keeping up with execution.
As movement continues, effort begins to fix itself around what exists at that moment. Early choices, partial assumptions, and provisional decisions start to take shape as if they are final.
By the time clarity arrives, parts of the work are already harder to unwind.
That is where flexibility is lost.
It rarely shows up immediately. It appears later as rework, extended timelines, and a higher cost to change.
This is often when activity looks strong, but delivery does not hold. By then, delivery instability and rework cost are already forming beneath the surface.
The business continues to move forward, just not on stable ground.
