Delivery progresses. Activity increases across teams, and deadlines continue to be met. From the outside, it appears as if momentum is building.

But underneath, key assumptions are not fully resolved. Dependencies remain only partially understood, and decisions are not keeping up with execution.

Work begins to move ahead of clarity.

When this happens, positions start to lock in before they have stabilised. The underlying constraint has not moved, even though delivery continues to advance.

This typically shows up later as rework, correction cycles, and a rising cost to deliver. Commitments become harder to reverse, even though early progress appeared strong.
